First of all, just in case I was being poodle-dunked, it should be clear from the title that this is not a product recommendation. (Poodle-dunking here means the tags on a question are suggesting that the only possible product for it to be good for are (1) a book, or (2) a person, or (3) an organization that the author or someone else works for.) Rather, it is a review of software. The title itself, though, is clearly about software.
I haven't tried using it, but am I correct in thinking that it is a tool for recording audio recordings?
You're correct.
I've been trying to get a high-quality recording of all the sounds around me. Is this software what you'd recommend?
No. It is a tool for recording. But it sounds like what you want to use is a decent audio recorder, instead of a tool like that. The former has the advantage of not having to think about microphones and the like.
If you are interested in recording your own voice, Audacity is a free and open-source tool for doing that. (There are similar tools with more advanced features for other recording tasks as well.)
I'm not very technically minded. Am I expected to learn a bit of programming to use this?
Yes, but only a little bit. Some of the interface is customizable, and it's actually pretty easy to figure out how to use it.
Is the fact that it's open-source likely to make it a useful tool?
No. It's quite unlikely to be.
